Dear President Estrada,
As fellow human beings, we are deeply concerned about the conditions of more than 200,000 refugees displaced by the war in Mindanao. We have been informed by our friends in the Philippines that unarmed civilians have been victimized by heavy bombing and shelling. We respectfully urge your Excellency to please stop the all-out war being waged in Mindanao. We believe that there can be no military solution to the Moro insurgency brought about by decades of social neglect. We urge you to initiate in earnest the resumption of peace negotiations for the purpose of attaining a just and lasting peace in Mindanao.
